Of course it is - it has happened to me both as Gold and as Diamond.
Most recent experience at DoubleTree Business Bay Dubai: booked king non-executive room, checked in via the app ca. 20 hours out, chose a room, subsequently the hotel upgraded me to king executive at high floor and with view, the upgrade showed in the app in the morning on the day I travelled even before I have left home so when I arrived at the hotel my new room was ready and waiting for me with a letter from the manager some stuff to eat.
