If they breach quarantine, they can also go to work and mingle with colleagues, meet friends for a takeaway coffee, queue up for a Greggs pasty, get the bus or train etc.
I would expect anyone breaching quarantine in a very obvious manner eg turning up to work when colleagues know you have been abroad, would be limited. I’m less likely to get excited by the odd person meeting outdoors for a take away coffee.
