During lockdown the worse anyone can do in breaching quarantine would be to walk, hopefully masked, around the local supermarket.
If they breach quarantine, they can also go to work and mingle with colleagues, meet friends for a takeaway coffee, queue up for a Greggs pasty, get the bus or train etc.
