I agree. And a foreigner ban doesn’t prevent UK based business travelers from essential business travel and they pose less risk coming back with a test + quarantine. Even if they breach the later, as you said - absent egregious behavior (throwing a party) - risk is limited in lockdown.
Banning foreigners will lead to us Brits being banned elsewhere. Good old reciprocity and entirely understandable. The result will be the same as closing borders.
