Outside of lockdown, anyone breaching quarantine could be going to pubs/ restaurants/ visiting others in small numbers etc etc. So I would say outside of lockdown hotel quarantine is stricter. In lockdown a ban would at least reduce the numbers entering the UK.
I agree. And a foreigner ban doesn’t prevent UK based business travelers from essential business travel and they pose less risk coming back with a test + quarantine. Even if they breach the later, as you said - absent egregious behavior (throwing a party) - risk is limited in lockdown.
