Dont see why not Ive had various UK - Irish accounts and vv for years with various loyalty schemes. Its certainly of more use for NI / ROI border areas depending on ones shopping habits.
Seems like it needs a UK postal code address to register. Not a big deal, when in UK I would go to the likes of cafe nero or fill up in Esso, the odd shop in sainsbury's but yeah its small fry, prob not worth it.
