I can't find any reference to requiring a unique PNR in the T&C. It does define a trip as "each unique travel itinerary as documented by a [PNR]". Changing EGE-ORD-PHX to EGE-ORD-PHX-ORD would seemingly be a unique travel itinerary.
I do see your point though and will report back in.
