Presuming this is Domestic, that "taxes" line is made up of Excise tax, Segment Fees, and PFCs. The only one of those that's a function of the base fare is the excise tax (7.5%).
I do not have access to all the computations which goes into the calculation but taxes as a % of the base airfare should be adjusted that is all that I am saying. Whether the refund is $45 or $84, it is still MY money.
