The text of fare rules on UA does not note the category number but Category 16 is "Penalties, Fare Component."
Just another example that fare rules are not really meant to be read by humans.

Try searching for "USD" vs "$"

The actual change is fare dependent, but if you bpost the route and fare basis, others can look it up
