The burden to know is always on the traveler, not the airline.
The change in testing was announced in Novembe and became law 2 days before Thanksgiving. It was very well publicized. So much so the HTA claimed claimed a $10million hit to reservations on the day it was announced.
Do know rules continue and evolve, including changing differences between the islands (i.e.: Maui's app download requirement.)
