I have two accounts, which I've used in store (one DL, one Passport) before. The one tied to my DL always does verification via 3 questions and the one via passport always does verification via SMS code. I don't know why they are both different for verification. I have not had a successful in-app payment on the DL-account since 12/16 (although possible there were a few days where I didn't try) be it for MoneyGram or CFP to different cards - make it to the last step and then get a declined on the transaction. I still use that account to configure a payment in-app which I then go and pay in-store with a real debit (non-gebit) card, and I've done that a few times since 12/16. My other account tied to my passport has generally been working fine to make payments through
