I was told the change occurred "some time in December" as well. She was told nothing about this at all at check in. Upon arrival she just rebooked and the next flight back, this was yesterday. I suspect she will now test at SFO and return ASAP.
I hear you on the wiki. There are a couple of good ideas that could make this better, but I'm guessing airlines don't want to get their hands dirty at all. Plus, they make more (like in your friend's case) if they play dumb.
