Spend on card is a no-brainer...that's how issuers make a profit. Retention offers are most likely tied to extending the profitability you've already demonstrated as a customer (i.e., spend).
but not too much spend year after year as then they figure you won’t cancel anyway
my guess good spend one year and then drop > best chances related to spending
