FTV and taxes

I had a GGL redemption to South Africa at Christmas which I cancelled for a FTV. It was my understanding that a FTV transferred over the redemption, avios, Amex 2-4-1 and tax. I re-booked the outbound leg a couple of weeks ago and was surprised when re-booking the inbound yesterday that there was tax to pay of £199.70 per person.

The problem is a lack of transparency in the value of a FTV and how taxes are calculated.

Does it make sense that further taxes at this level would be payable? I could understand a few additional pounds where there has been a tax rate change or additional surcharge added since last year, but this seems a lot for the same route.
