Grand Palace is closed, honestly. But I can direct you to a gem shop.
Other than royally designated temples, the bulk of the ~40,000 temples here do not have dress codes nor do they ban shorts. Heck, they even have coyote dancers at temple fairs.
Pretty sure capri pants on a woman would require a wrap-rental at the high falutin' temples.
