Historically better employment prospects in Sweden than in Finland; lots of Finns have learned Swedish from rather early on; and there is a long-standing ethnic Swedish minority that calls Finland home but have work, study or other connections to Sweden; and Finns are one of the largest immigrant groups settled in Sweden and thus there is VFR traffic from Finland to Sweden too. And Sweden is historically the most cosmopolitan of the places that are Finland's most closely bordering territorial or maritime neighbors.
