This is not because "just the clock advanced" but rather because the legal environment changed: EU authorities ceased to have a legal guarantee of meat and dairy products in the UK complying with EU health standards (and vice-versa for meat and dairy products imported from the EU to the UK as you point out), hence the need for them to be subjected to checks on importation, which cannot realistically be undertaken at the level of individual personal imports.
