The second reason is the convenience of YYZ for transit passengers from east of Canada and US. You can't fly from LGA or ORD to YYC to catch this flight. While going through YYZ will be more convenient.
YYZ is larger and has way more O&D on all city pairs, but yet, WS runs FCO/CDG/DUB on YYC and not YYZ. It's also about competition and hubs. YYZ has good DXB coverage and none in the West. Arguing about connections depends on the traffic - they may want to be capturing YVR, DEN, PDX, SEA. WS would be competing with EK and AC. YYZ is a fortress hub for AC. I don't think they will launch in 2021 anyway.
YYC as a hub > YYZ, but they are roughly equal and it ebbs and flows.
