Yes, to the first question, a UK test should be OK is my understanding, and for business travellers or those going to say a funeral this may be useful. Clearly it's not intended to help holiday makers or those with second homes, as the law currently stands.

And I'm expecting a list of acceptable tests to emerge fairly shortly once it's been around the consultational houses, but I think you can assume RT-PCR, LAMP and Lateral Flow will be on the list at least for England. Maybe Scotland will want tougher restrictions which may be why this hasn't been specified yet.
