It's because of the full prohibition on "indoor dining" in NYC. That's why they can't serve snacks nor drinks now, nor can one consume anything brought in. I'm told once the prohibition is lifted, snacks and drinks will return.
That being said, it does not excuse rude answers from staff. A simple polite explanation would suffice.
