The only way to get into Premium Plus cabin is to pay or use miles / points. (Or get very lucky with oversold Y!)

Sounds like perhaps the twitter folks are discussing Economy Plus rather than Premium Plus.

Until a few years ago NH would often put *A elites in their premium economy cabin for free if space was still available at check in. Unfortunately those nice times ended. I'm not aware of any other carrier that routinely did free premium economy.
