1 - At one point, UA staffed a RTW desk, but that's several years in the past now. The RTW fare is eligible to be ticketed on United stock, which means that UA could sell it to you, but I'm not sure how likely you are to find someone who knows how to do it and is willing to help.
2 - Sort of. If you ticket it on UA, the PQP will be the fare less taxes and fees. Otherwise, for partner flights, the PQP will be distance-based. There's an extensive discussion here, along with links to a calculator that can give you the per-leg values (see the wiki):
Earning Status (PQP) on non-016 Tickets and Partner Metal . In this latter scenario, it's impossible to tell what the PQP will be for UA-operated flights -- it'll be based on whatever portion of the fare gets allocated to those flights, and there's no way to know in advance what that will be.
3 - PQP are accrued as each flight is taken, and accrue toward the program year when the flight is taken -- so if your trip runs from 2021 to 2022, some of your PQP will count toward 2021 status and some toward 2022.
Note that there is a 1500 PQP limit per partner leg (1000 for non-preferred partners). There may also be a limit of 75,000 redeemable miles per ticket -- I don't know if I've heard if it applies to partner tickets or not:
