Airlines generally don't cancel due to low loads. Several years ago, RichardMEL and I saw a UA B742 going out SFO-ORD with zero pax. Not a ferry flight, but scheduled service. It was several hours late and all the pax had been accomodated on early flights. Still, it was not cancelled.
