Ireland seems to be moving to a similar system. It is likely to apply to all passengers, I don't think anyone in government is arguing against that principle, there may be some exceptions (e.g. repatriation flights) and other complexities such as MOD movements. The rest of the system - or the shrouds of it that exist - will stay in place, so 10 day quarantine for most places unless the country is on the Corridor list, with the 5 day Test to Release option.
