Normally yes of course , but the current South African arrival rules are much more onerous - anyone who has been in South Africa in the last 10 days is not allowed to enter the UK unless they are British/Irish citizens OR Resident in the UK .. now clearly you don't have to have settled status at the moment to be UK resident with a Belgian passport, but I'd guess it would be helpful to have something to show to prove residency if asked.
