No such issue as of about 3 weeks ago. I booked two SYD-HND flights on JL using Avios on BA.com (although it did have a BA HND-LHR as the 2nd sector).
I was definitely not on an Australian IP address either.

However, it doesn't necessarily mean there aren't issues right now. As mentioned by someone earlier, it could be a phantom availability.

I assume you know about tightened entry restrictions to Japan for non-Japanese residents/citizens?
