Also interestingly you have no right to privacy with CBSA but you do with Public Health. So there is a chinese wall between these 2 agencies in secondary inspection. And CBSA goes through everything on your cellphone. Public Health cannot know my travel history but CBSA definitely does.
The Quarantine Act can be applied to share information, such as PCR test results, as may be necessary, and just because Canada does NOT have physical exit controls, see my previous post how it is done electronically with U.S. data exchange.
