The interesting question is what happens if the leisure traveller tests positive. He won't be allowed on the plane and must fend for himself until which time he tests negative. It is hard to argue keeping COVID-positive passengers off commercial aircraft and out of the country but it will result in a massive and perhaps very expensive outcome for the self-indulgent sun-seeker or snowbird who openly disregarded government recommendations against non-essential travel.
