The answers to your questions are yes and yes; however given the ever changing restrictions being placed on travel to, from and within the UK I suspect BA would be able play the ‘extraordinary circumstances’ card and avoid compensation. Nothing preventing you from claiming, but I suspect you are unlikely to be successful in your claim.
