I've had a several rentals this year over 20k. I had a 330i (ATL) with 26k, a Camaro (ATL) with 26k, a CX5 (GRR) with 21k, and I got given a real beat Nissan Rogue (GRR) with 28k.
And that's just since July. With Executive Elite.
Like I said, I don't know if it's a hard rule or not. I actually talked to a corporate executive once who said they try to keep cars over 20,000 miles off the executive aisle. That's probably been loosened with the fleet sell-offs, but I had a manager tell me that as recently as last month. Of course, even before the Wuhan virus there were strange instances, like when I saw a Nissan Rogue with 90,000(!) miles on the odometer at CMH on the aisle. YMMV.
