The short sharp rain you typically get in the afternoon is not their proper monsoon, which for KL is March and April, and October and November and more recently a bit of December. It can then rain for days at a time, and flooding can be expected despite the storm drains they have there. So some months of the year are best avoided. Different parts of the country get the monsoon in different months, so do check the specifics of where you plan to go.
