No-show yes, you need to pay the 50USD fee in order to reactivate your ticket or get your miles & taxes back. Only the change fee is waived but not the no-show fee nor the cancellation fee.
Also, the hotline agents are not able to perform all transactions regarding award tickets; I am not sure if qualified hotline agents could perform these kinds of transactions but a sales office could 100% do it.
