I did not say it applies. But supposedly, your baggage should travel with you whenever possible. In other word, theoretically, the baggage route will be MSP-SAN(DL)-SFO(AS)-KOA(UA).
FWIW - this route is basically asking for trouble.
Bags will be checked through at MSP. There's no additional fees to pay. You only pays fees once. Elite allowances/fee waiver apply based on airline you check bags in with. If that's at MSP, DLs elite waivers/allowances will apply. Only if OP checks in a bag at SAN/SFO would there be an issue. Since this is one ticket, OP only pays once to check bags all the way through. If this was separate tickets, then AS/UA could require OP pay again for the bags.

Delta and Alaska are now in the same terminal at San Diego, Terminal 2. You will have to walk for T2W to T2E, but of course this is just transferring concourses and you'll be airside the whole time.
This helps. However SFO is still a big issue.
