I did not say it applies. But supposedly, your baggage should travel with you whenever possible. In other word, theoretically, the baggage route will be MSP-SAN(DL)-SFO(AS)-KOA(UA).

FWIW - this route is basically asking for trouble.
Bags will be checked through at MSP. There's no additional fees to pay. You only pays fees once. Elite allowances/fee waiver apply based on airline you check bags in with. If that's at MSP, DLs elite waivers/allowances will apply. Only if OP checks in a bag at SAN/SFO would there be an issue. Since this is one ticket, OP only pays once to check bags all the way through. If this was separate tickets, then AS/UA could require OP pay again for the bags.
