Which portions - the 2 baggage, 70lb, or both? I seriously doubt that AS/UA will accept baggage that heavy without extra payment, as well as DOT will side with a passenger in this.

I did not say it applies. But supposedly, your baggage should travel with you whenever possible. In other word, theoretically, the baggage route will be MSP-SAN(DL)-SFO(AS)-KOA(UA).

FWIW - this route is basically asking for trouble.
