All Member Carriers of the International Air Transport Association (IATA) follows Resolution 302 which governs baggage allowances and charges, using a concept of the Most Significant Carrier (MSC) to determine whose baggage rules apply for the itinerary. The final transporting carrier will be responsible for any delayed or mishandled luggage claims so in your case DL to AS to UA would leave United as the liable carrier should something go pear shaped in-transit with your baggage.
