If you're asking "physically" speaking, then, yes (you land in domestic and then are technically free to roam around domestic airside - both Air Canada and WestJet domestic piers are connected by a long walkway).
Unfortunately, I'm not familiar with PPL rules/policy to comment on whether you can use the domestic PPL with an arriving domestic BP or departing TB BP.
