I can't find a full statement from the Spanish government on this. However as far as I can make out, the only people allowed to travel to Spain are Spanish citizen and residents of Spain. I notice the AENA website for Barajas says the same and they would have every incentive to make it clear that transit passengers may use the airport - and they do not do so.
