Israel was never opened for visitors since March unless you fall into very specific categories and received prior approval so nothing new really, Israeli tourists are still allowed to fly to ZA with a negative PCR and indeed will require quarantine in a government hotel instead of being allowed to self-isolate.
Let's wait and see what other countries are planning for ZA.
