Actually, that was the reason given for it. Because of a relatively warmer winter up to this point, the waters of the Sea of Japan were about two degrees warmer than normal for this time of year, which is pretty significant for such a large body of water. So when the cold front came across, this temperature difference caused more percipitation to turn into snow, resulting in the unusually large quantity seen.
