Should Delta refund use current exchange rate?

Hello. I suspect it's a longshot, but I'm looking for someone who can help with inside knowledge of how Delta handles payments made in non-US currency for itineraries originating outside of the US.

In May 2019 my FIL purchased a ticket on Delta, EZE-ATL-EZE with March 2020 departure and April 2020 return. Purchase price was roughly 62,000 Argentine pesos, 1,600 USD at the time. Delta brought him here to Atlanta in March 2020, but he ended up stuck here for months before finally taking a repatriation flight on Aerolineas Argentinas in August. He cancelled the return flight on Delta, ATL-EZE, and requested a refund that we understood would be about $750 USD. He was eventually given about 30,000 Argentine pesos for the unused portion of the ticket. That's fine, except the peso has lost value since May 2019 and that's now about $250 USD, versus the $800 USD value of the ATL-EZE portion at the time of purchase.

To be clear, the peso's inflation is not Delta's problem. However, if they immediately converted the payment to dollars and held the money in dollars, I think it reasonable to request an updated exchange rate so that his refund will more closely reflect half of what Delta received in dollars in May 2019 (and get him closer to half the cost of his next ticket).

So, does anyone have insight into how foreign payments to Delta are handled? Are they immediately converted to dollars? Are passenger funds held in escrow in the original currency until the ticket is used? Those details would give me insight into whether to ask Delta to use an updated exchange rate or just leave it.
