When Santa prepares his yearly delivery run, the beancounters in the North Pole also prepare their costing and price the gifts to be delivered to the kids. It seems the cost for fuelling up the rens is included in the base price and the overflying right are usually granted for free on an adhoc basis, so there are no 'international surcharges' either
