Normally, you should be eligible for lounge access. There is no published policy for award tickets not having lounge access as you mentioned but this could be something new. However, according to OMAAT, Ben over there had received confirmation from a QR spokesperson that award tickets would be unaffected from the changes.
Also, please report us if QR mandated you to have a rapid antigen test at the gate before your flight to MLE.
I had read the same article and had the same understanding, so was very surprised to be asked point blank if we had booked our ticket with miles.
We flew Emirates over so do not have first hand experience, however a couple we met on our trip who flew QR said they did have a rapid antigen test at DOH.
