If you are concerned about returning at busy times, then rent with the others like National, Enterprise, Avis, Hertz and Dollar, who don't have this automatic fuel billing pollicy for rental driven less then 75 miles.
When I do quick overnight trips to visit my father, if I am not running any errands it's usually about 70 miles. I've been known to do loops near the rental car center to get it to 77-78 miles and get the IT system to shut up.
