I bet you drove less than 75 miles. Budget has it built in their system that you automatically get charged $15 if you don't show or mention that you just filled up and have a receipt with you.

I always have my receipt and I would mention it, and I usually get 2 receipts emailed to me, one with the $15 charged and the second that the agent corrected to reflect no gas surcharge.
