You might be able to select but not complete the payment.
I did that pre-Covid. At Doha check-in, the agent tried to send me off to the ticketing desk to pay for the seat reservation. We ended up calling over a supervisor who said it was an ongoing problem he'd kept passing up the hierarchy for resolution. His work-around was to cancel my check-in, remove the seat reservation, then check me in, allocating to me the seat I had previously selected.
Maybe the situation persists, or perhaps your issue is a manifestation of the badly thought out rush to monetise à la EK
