You can't put a carseat or fly with an infant in arms in an exit row. In fact, if you're traveling with a child (IIRC under 15 y.o.) or with someone who would need assistance in an emergency, even if you're not sitting together, you're ineligible to sit in an exit row.
I'm not sure that was the question. The question was about why Delta shows seat widths in a range, and it was suggested that fixed armrests probably account for the difference - as apart from those, all of the seats aft of the curtain seem to be the same on any given domestic narrowbody.
