Landry's yesterday, ~ 1 PM. Asked at host stand about using PP for a 'to go' order expecting the answer to be 'no'. The answer was 'yes'. Ordered a burger - had it in 10 minutes. Perhaps there are temporary exceptions to the 'to go' policy?
