Definitely agree. That's the only bit I thought to myself "that doesn't make sense". Literally, their role is to have access to a computer and a phone, precisely what almost all people now working from home in the same capacity needed. They could have said, based on the rate we pay the call centres it wasn't viable to provide them with a laptop? and reimburse phone activity.

I would actually laugh at that and think "fair enough".
