I would speculate that #2 & #3 were traveling together. With seat-blocking, paying F passengers were reaccommodated first & within the confines of what remained, an open pair would be required for any "potential" upgrades. It is easier to "inconvenience" one than "inconvenience" two especially if the other two couldn't easily be accommodated together in Premium.
