Yes, there are upcharges for some of the nicest options, such as the tomahawk steak or nicer wine. But, in general the menu's are so extensive that you will be just fine ordering off the standard menu.
During COVID, there are no Buffet's per se. I think in standard time, there is buffets, but not during COVID. In the evening time, the restaurants all had menus that you could order off of. THe exceptions to the menu's are during the special event nights and breakfast times. But even then, a server is preparing your food on your plate. As far as indoor dining, I also do not like eating inside. The only time outdoor seating was not offered was during breakfast. If you wanted to completely avoid inside seating at breakfast, I would recommend room service. Maid service is by request only during COVID. I do not believe turn down service is available during COVID.
